I disagree. I’ve used services like the one you mention before and was happy with the results. I’m sure some of them might be scams, but if you’re getting the info you need its worth a few bucks.

Also, white pages and search engines don’t work for cell phones because the numbers are unlisted.

There are legitimate sources, but you aren’t going to identify a cell phone number for $15. We have scoured the web for legitimate cell phone reverse sites and have found that a company out of Canada called http://www.cellulartrace.com can identify any US or Canadian cellular number. Their prices start as $45, and that is the cheapest price on the web.
