Have been receiving long distance calls on my cell phone from a number that cannot be called back. What gives?

There is someone (business? individual? scammer?) in Great Falls, Montana who keeps call my cell phone from 406-761-4025. When I answer the call, it hangs up in my ear. When I call the number back, there is a recording that says this number has been disconnected. (Nope – I got a call from them today at 2:52 PM but the call was disconnected as soon as I answered. I called the number back at 2:53PM and got the "disconnected" recording.)
I tried a reverse lookup on White Pages, but the number was unlisted.
This is a bit of a mystery – one I want to resolve since the calls are coming in more frequently now. Any theories or suggestions on how to get to the bottom of it?

The results page includes a "reverse lookup" for the numbers. It is certain that many politicians have had their numbers changed since.
Alpha Male (below) Excellent point. Just as warrant-less wiretaps may "accidently" involve innocent bystanders. The innocent should not fall prey to invasion of privacy.

Is there a site or program that I can get to look up cell phone numbers for free?
I keep having numbers on my caller Id that does not show their name but has the number. I used the reverse lookup sites that I was told to use from a former question i ask here. It gives me the area that the call was made from but no name. So i guess its a unlisted number or a cell phone. I was just wondering if there were any sites or software that any of you knew about that does not cost a so much to use?
